Green City Kragujevac

The City of Kragujevac could become a true green oasis in the coming years, thanks to the ‘Clean Serbia’ Project and a series of environmental activities. A novelty in Kragujevac is the duty of every investor to plant a certain number of trees.

Available data shows that only last year the competent administration issued 1,389 approvals for construction. This accelerated construction led the City Administration of Kragujevac to make some serious ecological decisions so every investor will in the future, have a duty to plant a certain number of trees, either on the plot in which he or she is investing or at the location the city determines. This decision comes into force on September 1^st this year. The decision plans that for every 1000 square meters of business or industrial facility built, the investor is obliged to plant 10 trees plus one tree per every additional 500 square meters.

The Mayor of Kragujevac Nikola Dašić says that this will not be a great expense for investors, but such decision will help make the city greener.

“The condition for obtaining a Use Permit actually is the confirmation from the “Green Facilities” that such obligation – planting of trees has been fulfilled. Alongside the “Clean Serbia” Project and with transition of remote heating in the city from coal to gas, we will bring Kragujevac closer to green cities of Europe”, says the Mayor of Kragujevac Nikola Dašić.

Never greater projects in the Municipality of Kučevo

Minister of Construction, Transport and Infrastructure Tomislav Momirović has visited today the works on the construction of sewage network in Kučevo. The Minister, to whom the Municipality of Kučevo has awarded today a charter of gratitude, has announced that, this year, 300 km and 4 wastewater treatment plants will be constructed.

The works which began in February on the territory of the Municipality of Kučevo are progressing according to plan, and today, the Minister of Construction Tomislav Momirović paid them a visit.

“We have constructed 160 kilometers of new sewage infrastructure on the territory of the entire country so far, and by September we will have constructed 300 kilometers, and by the end of the year we will have built first 4 wastewater treatment plants” the Minister has stated today.

It was understood that, apart from Kučevo, the works should also begin in the village of Rabrovo in Autumn.

“We are making significant progress in terms of environmental projects and that is a personal priority of mine. Highways and fast railroads mean nothing if we do not leave this country clean for our children. Our contribution is modest and if we should be thankful to anyone, it is our citizens on whose trust we were able to make these successful projects possible and our management led by the President Aleksandar Vučić thanks to whom, with great energy, the greatest investment wave in the history of Serbia was initiated”, stated Minister Momirović, who was awarded a charter of gratitude by the Municipality of Kučevo for the implementation of infrastructure projects on the territory of Kučevo.

The works which are being executed in Kučevo are worth 11 million EUR, which is certainly the greatest investment ever in the aforementioned Municipality.

With “Clean Serbia“ to preserving our spa resorts

Spas and climatic health resorts in Serbia have a very significant impact on tourism in Serbia. The “Clean Serbia“ Project will cover 11 spa resorts in Serbia with sewage and wastewater treatment plant construction.

Water, air and even soil at many locations in Serbia possess medicinal properties. In Serbia, spa resorts are visited by thousands of tourists annually, and among them there are many who do not come for healing purposes but to enjoy the mesmerizing nature these spa resorts offer.

Even though spa tourism has been very important for the tourism in Serbia, insufficient care and unprofessional management of natural resources has led to the natural environment of spa resorts to become seriously jeopardized.

Within the “Clean Serbia“ Project sewage network and wastewater treatment plants shall be constructed in the following spa resorts in the Republic of Serbia: Vrnjacka Banja, Banja Vrujci, Radaljska Banja, Lukovska Banja, Prolom Banja, Kursumlijska banja, Gamzigradska banja, Vranjska Banja, Bukovicka Banja, Brestovacka Banja and Selters Banja.

Construction of sewage network and wastewater treatment plants will additionally, apart from environmental protection, have a greatly positive impact on the development of tourism and attracting new investors at these locations. Currently in Serbia, there are around 50 spa resorts, some of which are less famous, but all of them have their guests and outstanding nature.

The implementation of the “Clean Serbia“ Project will protect those natural resources which make some of these spa resorts unique.

New meters of sewage network

Summer time and favorable weather conditions are suitable for the works on the construction of seewage networks in 16 cities and municipalities where the “Clean Serbia“ Project is currently being implemented.

The Plan of the Government of the Republic of Serbia is to construct municipal infrastructure in 80 local governments in the next five years by which the living standard of citizens would be raised, and lakes and rivers of Serbia would be preserved.

Sludge cleaning Project of Medjuvrsje Lake basis for green energy

The Prime Minister of the Republic of Serbia Ana Brnabic has opened, together with the Minister of Environmental Protection Irena Vujovic, Minister of Construction, Transport and Infrastructure Tomislav Momirovic and Mayor of Cacak Milun Todorovic, the NatureCenter in Ovcar Banja.

Brnabic has previously visited the Ovcar-Kablar Gorge and the lake Medjuvrsje, where she was presented with the sludge cleaning project at the docks, worth almost 40 million EUR.

Prime Minister Brnabic has announced at the opening of the Nature Center several new projects, such as the construction of a rehabilitation center as a separate part of the General Hospital of Cacak and sludge cleaning of the Medjuvrsje lake, which is the most significant undertaking in the revitalization process of this area.

“We are further building on that by constructing a biomass energy plant in Cacak allowing us to use that sludge as fuel therefore making green energy in the process. That way, we are slowly entering the system of circular economy in the Republic of Serbia, and all of that begins here” Brnabic has emphasized.

Sludge cleaning of the Medjuvrsje lake is planned within the “Clean Serbia” Project thanks to the Agreement on Economic Cooperation with Hungary.

„We will finish sludge cleaning of this lake which has not been cleaned since 1954 when it was made and we will complete all aspects of this Project and Ovcar Banja will be perhaps the most beautiful part of our country in the years to come, but without the support of the citizens and the necessary synergy with them, it is a matter of question wether that will remain the same in the following decades. We will invest maximum effort led by the Prime Minister to turn Ovcar Banja into a real little miracle of Western Serbia to joy of all citizens of Cacak, residents of Ovcar Banja and Western Serbia“ says Minister Tomislav Momirovic.

Asphalting and new sites soon in Vranje

Implementation of the “Clean Serbia“ Project in Vranje began on November 15 2021, and after extensive works in Vranje, construction of sewage network was completed in the following streets: Kosovska St. 590m, Save Kovačevića St.461m. Currently, works in the Matije Gubca St. are reaching completion where out of the planned 471m of sewage network, 441 meters have been built already.

After the completion of works of installing the sewage network in aforementioned streets, repair i.e., asphalting of those streets will ensue.

Apart from the mentioned sites within the “Clean Serbia” Project, installing of sewage network in Vranje is being worked on in two additional streets: Karadjordjeva St. and Franse D’Eperea St.

Simultaneously, within the “Clean Serbia” Project in this city, works are expected to begin in the following streets: Djure Djakovića St., Kralja Milana St. and Drvarska-Makedonska St..

The value of the investment is 70 million EUR and it is one of the biggest investments being realized in Vranje. The Project will cover all villages of the Moravian basin, so all wastewaters will be directed towards the wastewater treatment factory.

Through extensive works to environmental standards

The works within “Clean Serbia” are going according to the planned dynamics. In certain cities and municipalities the works are being executed at multiple locations. Simultaneously, certain local governments are working on preparing the necessary documentation which will allow them to enter the Project.

The goal of the Government of the Republic of Serbia is to cover 80% of the population with sewage infrastructure in the next five years, as well as to connect the network to wastewater treatment plants.

Minister Tomislav Momirović states that 28 billion RSD have been allocated for the 2022 budget solely for environmental projects of municipal infrastructure construction., which according to his statement makes for record investments which will contribute to reaching environmental standards of Western European countries.

Bor in preparation for the works within the “Clean Serbia” Project

City of Bor has completed the Preliminary Solution for the first phase of works which will be executed within the “Clean Serbia” Project. For the city of Bor, 30 km of new wastewater sewage, reconstruction of 60 km of the existing sewage network and five wastewater treatment plants is planned.

At the meeting held in Bor, attended by the representatives of the “Clean Serbia”, city of Bor, Zi Jin Company and the contractors of the CRBC Company, it was concluded that extensive works are yet to come and that, considering the scope of the Project, they will last at least for another 3 years. Within the “Clean Serbia” Project, reconstruction of around 60 kilometers of wastewater sewage is planned in the settlements of Metalurg, Napredak, Bor 2, Sloga, Novi gradski centar and parts of Staro and Novo selište. New kilometers of sewage will be constructed for Savača and a part of it covers lake Bor.

Slaviša Frišković, manager of the “Clean Serbia” Project in the Regional Center Bor has especially emphasized during the meeting that for the city of Bor, construction of five wastewater treatment plants is planned.

“River Bor is a recipient for one plant and for three more the recipient is Brestovacka river, and there is one more plant planned for lake Bor and Savaca. Therefore, in the near future, we will have addressed the issue of wastewaters in regards to lake Bor and Savaca. Preparation of the Preliminary Solution is in progress, and Zi Jin Copper company has taken part in the whole project due to its interest in using the treated water as industrial water in the production process.”

What could be heard from the meeting, the necessary documentation for obtaining the Construction Permit should be completed by autumn, and by that time the works would commence as well. The value of the complete project in Bor is 80 million EUR.

In cooperation with Hungary towards cleaner lakes and rivers

Thanks to the Agreement on Economic Cooperation with Hungary, designing and construction of 10 wastewater treatment plants and 351km of sewage network at 12 locations begins in Serbia. As part of this Project, lakes Bubanj and Medjuvrsje will be cleaned and reconstructed.

“We are all aware and grateful for all support given by Hungary to our country in the previous period. When the Government of Hungary acts as if Serbia was acting – You know they have always been there for us. This Agreement on Economic and Technical Cooperation is one more way of our good and solid economic and political relationship. We are talking about 4.3 million EUR of grants which will be utilized for design documentation after which investments of around 80 million EUR will arrive and which are the result of loans provided by Hungary to Serbia” says the Minister of Construction and Transport, Tomislav Momirovic.

The lake Bubanj is technically located in the center of Kragujevac and covers the surface area of 3.5km. The lake was made in the ‘50s and has not been cleaned once since then.

“I expect the Project to commence with the construction works in the following 6 to 8 months, and until then we will have our hands full with, primarily, sampling of the water and preparation of the Feasibility Study. In the city itself, we are currently working on 46 kilometers of sewage infrastructure, and we plan to build 360 kilometers of sewage network next year. By the time we are done with this Project, I expect Kragujevac to have the environmental infrastructure of contemporary cities of West Europe” said the Minister during his visit to the City of Kragujevac.

The Framework Agreement on Economic and Technical Cooperation between Hungary and the Republic of Serbia was signed on February 8 2018, it was ratified in the Parliament of the Republic of Serbia, and it came into force on November 8 2018.

The goal of this Framework Agreement is the advancement of cooperation between the parties in the field of infrastructural development. The Project will cover the construction of municipal infrastructure, drinking water supply infrastructure, cleaning and reconstruction of two lakes, several designs of road infrastructure as well as construction of a ship lock on the river Tisa near Novi Becej.

The Framework Agreement on Economic and Technical Cooperation between Hungary and the Republic of Serbia plans for designing within this Project to be financed from the grants provided by Hungary, while the execution of works will be financed from the budget of the Republic of Serbia and Hungarian loans.
Hungarian company Naturaaqua, together with the Serbian experts, has started working on the designing for the cleaning of the lakes Bubanj in Kragujevac and Medjuvrsje near Cacak. Financing of the designing will be from the grants provided by Hungary financed by the Hungarian Export Promotion Agency (HEPA).
